Public Safety & Health Crisis Response
-
Current State of the City
Like many communities, Haverhill is facing two interconnected challenges:
A National Health Crisis — Increased rates of substance use, addiction, and untreated mental health conditions.
Public Safety Strain — First responders often encounter individuals in crisis, requiring skills beyond traditional law enforcement.
These challenges lead to complex situations where officers must balance public safety with compassion and care — and where mistakes can have tragic consequences for both residents and police.

Vision for the Future
A public safety system that addresses root causes of crime and crisis, protects officers and residents, and builds trust between law enforcement and the community.
